Specialized Services for Women

Mexico has normative and epidemiological elements recognizing differentiated needs of women in the addictions field. NOM-028-SSA2-2009 includes specific criteria related to women, pregnancy, breastfeeding, and physical separation by sex in residential facilities. SISVEA 2023, in turn, provides treatment-demand data disaggregated by sex, age, substances of impact, pregnancy at admission, and conditions of arrival at treatment centers.
In addition to these normative and epidemiological elements, the available evidence identifies treatment facilities intended exclusively for women within the system recognized by the national authority. This evidence is sufficient to demonstrate the existence of differentiated operational provision and therefore prevents classification as complete non-implementation.
However, sex-exclusive provision does not by itself demonstrate the existence of a consolidated network of specialized gender-responsive services. The reviewed evidence does not establish sufficient national coverage, service capacity, referral pathways, comprehensive care for pregnant women, childcare support, gender-based violence response, differentiated residential safety, specifically trained staff, continuity of care, utilization, or systematic outcomes.
The territorial review also does not demonstrate homogeneous and sustained availability of such services. Probatory gaps remain across several territories; these do not prove non-existence, but they limit validation of coverage, quality, continuity, and outcomes.
Accordingly, Mexico demonstrates real differentiated provision, but it remains limited and insufficiently documented as a nationally structured specialized service system. The indicator is classified as partial compliance. Factor X does not apply.
