Cómo se estructura

En la implementación actual del sistema RC2, la arquitectura distingue tres niveles conceptualmente integrados pero metodológicamente diferenciados: Baseline (Fase 1), Benchmark (Fase 2) y POLARIS (Fase 3).

POLARISFase 3

POLARIS es la capa analítica, comparativa y de monitoreo que utiliza ambos niveles, junto con evidencia territorial, temporal y documental, como insumos.

Los tres niveles permanecen separados metodológicamente. POLARIS no genera por defecto un índice adicional ni se suma automáticamente al Baseline o al Benchmark.

Dos canales: humano y POLARIS

la máquina propone; la persona experta confirma.

Cuando un módulo utiliza el modelo de dos canales, POLARIS separa el resultado validado por personas de la capa analítica asistida por tecnología.

Canal humano

El canal humano es autoritativo: contiene las evaluaciones revisadas, adjudicadas y confirmadas por personas autorizadas.

Canal POLARIS

El canal POLARIS contiene proyecciones, contrastes, señales, propuestas y evidencia adicional para apoyar la revisión.

Las propuestas de POLARIS son insumo analítico, no veredicto. La validación humana tiene prioridad y ninguna proyección modifica automáticamente un resultado validado.

Origen y evolución

POLARIS surge de la evolución del trabajo del Knowmad Institut en evaluación comparada de políticas de drogas, en particular del Global Country Policy Review, el Rome Consensus 2.0 y el posterior desarrollo del RC2 Index System.

Qué hace POLARIS

POLARIS permite construir y mantener perfiles de país, analizar indicadores, organizar evidencia, comparar territorios y periodos, identificar brechas, documentar decisiones y producir vistas analíticas y de monitoreo.

Warning System (WS)

POLARIS incorpora un Warning System (WS) para registrar, clasificar y dar seguimiento a señales relevantes derivadas de evidencia documental, OSINT y procesos de revisión.

Evidencia y trazabilidad

POLARIS está diseñado para que un resultado pueda rastrearse hasta la evidencia que lo sustenta.

Auditoría, calidad y reproducibilidad

La auditoría forma parte de la arquitectura de POLARIS.

Ciencia abierta y responsabilidad

POLARIS se desarrolla con una orientación hacia la Ciencia Abierta, la interoperabilidad, la trazabilidad y la gobernanza responsable de datos.

How it is structured

In the current RC2 implementation, the architecture distinguishes three conceptually integrated but methodologically differentiated levels: Baseline (Phase 1), Benchmark (Phase 2) and POLARIS (Phase 3).

POLARISPhase 3

POLARIS is the analytical, comparative and monitoring layer that uses both levels, together with territorial, temporal and documentary evidence, as inputs.

The three levels remain methodologically separate. POLARIS does not generate an additional index by default and is not automatically added to the Baseline or Benchmark.

Two channels: Human and POLARIS

Where a module uses the two-channel model, POLARIS separates human-validated results from the technology-assisted analytical layer.

Human channel

The Human channel is authoritative: it contains assessments reviewed, adjudicated and confirmed by authorised people.

POLARIS channel

The POLARIS channel contains projections, comparisons, signals, proposals and additional evidence intended to support review.

POLARIS outputs are analytical inputs, not verdicts. Human validation takes precedence, and no projection automatically modifies a validated result.

Origins and evolution

POLARIS emerged from the evolution of Knowmad Institut's work on comparative drug-policy assessment, particularly the Global Country Policy Review, Rome Consensus 2.0 and the subsequent development of the RC2 Index System.

What POLARIS does

POLARIS supports the creation and maintenance of country profiles, indicator analysis, evidence organisation, comparison across territories and time, identification of evidence gaps, documentation of decisions, and the production of analytical and monitoring views.
