Equitable Access to Essential Medicines
Partial compliance.
Mexico demonstrates relevant progress toward equitable access to essential medicines through the National Compendium of Health Supplies, the IMSS-BIENESTAR model, and federal policies recognizing timely, safe, and equitable access to medicines as part of the right to health. The existence of a national list and public-provision mechanisms demonstrates an important normative and programmatic basis.
However, the indicator does not reach full compliance because the evidence does not demonstrate homogeneous supply, effective dispensing, real affordability, or territorially equitable access across the country. The available sources support the existence of the framework and institutional intent, but they do not prove consistent availability outcomes in health facilities or reduction of gaps between states. Probatory gaps remain in Mexico City, Puebla, Oaxaca, and Chiapas.
