Regulation of Alcohol

Mexico has a robust national sanitary framework regulating alcoholic beverages. The General Health Law, NOM-142-SSA1/SCFI-2014, and the Sanitary Control Regulation establish binding rules on sanitary control, labeling, composition, warnings, production, commercialization, and surveillance. COFEPRIS provides recent institutional evidence of technical implementation and operational authority over labeling and sanitary control.

However, the available evidence does not demonstrate homogeneous enforcement, systematic inspection outcomes, or effective compliance across federal entities. It also does not fully demonstrate advanced policies on pricing, availability, advertising, drink-driving prevention, or territorial enforcement according to WHO’s SAFER package. Subnational probatory gaps remain in Mexico City, Puebla, Oaxaca, and Chiapas. Therefore, Mexico shows solid sanitary regulation, but not full compliance under RC2 standards.
