Regulation of Medical Cannabis

Mexico has a specific national legal and regulatory framework governing the medical and scientific use of cannabis. The current framework authorizes and regulates activities such as research, importation, manufacturing, commercialization, and prescription under sanitary oversight.

However, the reviewed evidence does not sufficiently demonstrate contemporary and sustained implementation of the current regime. Part of the implementation evidence relates to earlier instruments that were subsequently revoked, and there is insufficient documentation of current authorizations, operations, or oversight under the existing framework.

The regulatory architecture exists, but its implementation is not fully demonstrated. The indicator is therefore classified as partial compliance. Factor X does not apply.
