Marketing Regulations for Tobacco Products
Partial compliance.
Mexico has a nationally binding framework that broadly prohibits the advertising, promotion, and sponsorship of tobacco and nicotine products, including visible product displays at points of sale. The current regulation and documented sanitary enforcement actions demonstrate actual implementation of the framework.
However, the available empirical evidence documents material non-compliance in regulated settings, including tobacco-product displays in a substantial proportion of observed points of sale. Limitations also remain regarding consistent enforcement, indirect advertising, and digital promotional practices.
The existence of a robust national prohibition and enforcement mechanisms demonstrates real implementation, but the documented non-compliance prevents a finding of full compliance. The indicator is therefore classified as partial compliance. Factor X does not apply.
