The General Health Law establishes national foundations for care, treatment, and rehabilitation, while NOM-028-SSA2-2009 sets binding technical criteria for prevention, treatment, and control of addictions. CONASAMA’s Specific Action Programme provides the federal framework for comprehensive care related to psychoactive substance use.

Operational evidence confirms the existence of residential facilities recognized by CONASAMA and institutional treatment activity through Centros de Integración Juvenil. However, the available sources do not verify homogeneous national coverage, sufficient access, comparable clinical quality, continuity of treatment, or sustained outcomes.
