Non-Discrimination Against Individuals with SUD
Partially meets the criterion.
Mexico has a legal framework recognizing protection against discrimination for people with addictions and health conditions related to substance use. National legislation and some state-level provisions establish obligations regarding equality, dignified treatment, and the prohibition of stigmatizing practices.
However, available evidence does not demonstrate effective and consistent implementation of these protections. No consolidated national data were identified regarding SUD-specific complaints, decisions, remedies, institutional compliance, or verifiable outcomes in protecting people with substance use disorders. Therefore, a strong legal foundation exists, but evidence of effective implementation remains limited.
