Human Rights Training
Partially meets the criterion.
Mexico has a legal, policy, and technical framework for human-rights training within public security institutions. The General Law of the National Public Security System establishes foundations for professionalization and respect for human rights; the National Guard Law incorporates permanent training obligations; and the National Law on the Use of Force requires continuous training in human rights, non-discrimination, and differentiated use of force. In addition, the Professionalization Master Programme provides national guidelines for training, continuing education, and skills development for public security institutions.
However, the available evidence does not demonstrate measured national implementation of training, homogeneous coverage, actual frequency, curriculum completion, learning evaluation, behavioral effects, or a specific link to drug-policy interventions. Independent evidence on abuses in public security serves as critical context, but it does not prove the existence, scope, or quality of delivered training. Therefore, the criterion is partially met: a national legal and training architecture exists, but sufficient evidence of operational delivery, evaluation, and outcomes remains missing.
