Monitoring of Detention Conditions
Partial compliance.
Mexico has verifiable institutional mechanisms for monitoring detention and deprivation-of-liberty conditions. The National Criminal Enforcement Law provides the applicable legal framework, and documented supervisory mechanisms conduct preventive visits to places of detention using established methodologies and reporting procedures.
However, the available evidence does not demonstrate complete and consistent coverage of the national universe of detention facilities, nor sufficiently recent and systematic results across all relevant settings. Monitoring is operational, but its documented scope and continuity remain partial.
The indicator is therefore classified as partial compliance. Factor X does not apply.
