Mexico has verifiable evidence of evaluation applied to a rehabilitation programme linked to the criminal justice system and subject to judicial supervision. The available evaluation documents operational programme outcomes, including completion outcomes, establishing that evaluative mechanisms have been applied to a concrete justice-and-rehabilitation intervention.

This evidence is directly relevant to the object of the indicator because it evaluates an intervention associated with the criminal justice system rather than only general addiction-prevention or treatment programmes.

Mexico also has broader institutional monitoring and evaluation capacities. CONEVAL documents programme E025 through monitoring and evaluation reports, official indicators, targets, historical progress, and follow-up on Areas for Improvement. CONASAMA complements this framework through management reports and a national observatory integrating information on mental health and substance use. These sources demonstrate institutional monitoring and evaluation capacity, but they primarily concern the health sector and are not sufficient on their own to establish the effectiveness of criminal-justice programmes.

The main limitation is that the specifically relevant evaluation concerns a single subnational programme. The evidence does not establish a national evaluation architecture for restorative, rehabilitation, or alternatives-to-incarceration programmes, nor does it demonstrate causal impact evaluation, systematic outcome comparison, longitudinal follow-up, national coverage, or homogeneous evaluation across jurisdictions.

Accordingly, relevant and verifiable evaluation of programmes linked to the criminal justice system exists, but its scope remains limited and does not establish a consolidated national capacity for effectiveness evaluation. Under RC2 criteria, partial compliance is appropriate. Factor X does not apply.
