Community Participation in Justice
Partially meets the criterion.
Mexico has a legal and programmatic framework allowing community participation within restorative and civic-justice mechanisms. The National Law on Alternative Dispute Resolution Mechanisms in Criminal Matters regulates restorative meetings and allows the involvement of affected persons and relevant community members. In addition, INEGI censuses document institutional operation of alternative mechanisms in state prosecution offices and state judiciaries, while the Homologated Civic Justice Model incorporates a restorative and community-oriented approach.
However, the available sources do not verify national, institutionalized, and drug-specific community participation in justice programmes for people involved in drug-related offences. Municipal and programmatic evidence shows partial experiences and models, but does not establish homogeneous coverage, frequency of use, quality of community participation, or outcomes. Therefore, the criterion is partially met: legal and programmatic foundations for community participation in justice exist, but sufficient evidence of effective and drug-specific implementation remains missing.
