Voluntary Rehabilitation Programs

Mexico legally recognizes informed consent, voluntary care, and rights protection in mental health and addiction services. The 2022 reform to the General Health Law and the current legal text establish the regulatory framework for organizing, regulating, and supervising mental health, addiction, and rehabilitation services. In addition, subnational operational evidence confirms the existence of community mental health and addiction centres in the State of Mexico.
However, the available sources do not verify a homogeneous national network of voluntary rehabilitation programmes, access rates, sufficient availability, comparable quality, effective supervision, or aggregate outcomes. Independent evidence confirms the rights-based and voluntary normative approach, but also indicates that national implementation remains variable. Therefore, the criterion is partially met: a legal basis and subnational operational evidence exist, but sufficient evidence of effective implementation, coverage, and outcomes at national scale remains missing.
