Social Reintegration Programs

Mexico has a national legal framework and documented institutional activity related to social reintegration. The National Criminal Enforcement Law establishes reintegration as a purpose of the prison system and includes activities such as work, training, education, health, and sports. In addition, the federal penitentiary authority documents programmes, agreements, and actions for people deprived of liberty, while the National Human Rights Commission provides models and institutional monitoring on reintegration implementation.
However, the available sources do not verify homogeneous national coverage, comparable quality, post-release continuity, sustained outcomes, or reintegration programmes specifically for people linked to drug offences. UNODC evidence provides technical-cooperation context, but it does not replace domestic proof of national implementation. Therefore, the criterion is partially met: a legal basis and verifiable institutional activity exist, but sufficient evidence on coverage, quality, and outcomes at national scale remains missing.
