Mexico has a binding legal framework and national institutional infrastructure for transparency and access to public information through the General Transparency Law and the National Transparency Platform.

However, the available evidence does not confirm homogeneous operation, independent performance, response quality, or consolidated results after the 2025 institutional transition. Therefore, formal adoption and operational infrastructure exist, but effective implementation remains partially verified.
