Mexico has national evidence of government open-data publication and availability. The National Open Data Platform documents a public infrastructure for publishing, consulting, and downloading government datasets, while INEGI’s Open Data portal confirms the systematic publication of statistical and geographic information in reusable open formats. These sources establish active mechanisms for open-data availability and institutional publication.

However, the indicator assesses the use of open data, not only its existence. The available evidence does not provide consolidated proof of effective citizen reuse, public impact, systematic use in decision-making, aggregate quality, or homogeneous institutional performance across institutions. Evidence from the Open Government Partnership and academic literature contextualizes the development and limitations of the national policy, but does not replace a recent evaluation of use and impact. Therefore, the criterion is partially met: open-data infrastructure and institutional publication exist, but there is insufficient evidence of effective implementation, reuse, or verifiable impact.
