The evidence establishes specific and operational collaboration between Mexico and the European Union in drug policy. The Ministry of Foreign Affairs source on the EU-CELAC Coordination and Cooperation Mechanism on Drugs documents Mexico’s 2019-2021 co-chairmanship and places Mexico within a specialized bi-regional drug-policy mechanism. Although this source mainly provides diplomatic traceability, it shows that the Mexico-European Union relationship in this area is not incidental or merely declaratory.

The strongest component of the block comes from COPOLAD III. The European Commission establishes the formal architecture of the programme as European Union-Latin America and Caribbean cooperation on drug policies, while the Mexico Country Results page demonstrates Mexico-specific operational cooperation: support for the National Addiction Prevention Strategy Juntos por la Paz, strengthening of the Mexican Observatory on Mental Health and Addictions, demand reduction, responses to methamphetamine and fentanyl, technical tools, and professional training.

The 2023 and 2025 COPOLAD sources reinforce the recent and concrete nature of the collaboration. The alternative development forum held in Mexico City proves bi-regional cooperation on Mexican territory, although limited to technical dialogue rather than verifiable domestic alternative-development outcomes. The 2025 drug observatories meeting is especially relevant because it links COPOLAD III, CONASAMA, Mexican authorities, the Delegation of the European Union, and EUDA in an agenda directly related to evidence, observatories, mental health, and addictions.

The EUDA source complements the block by confirming the European technical role within COPOLAD. Its function is not to replace Mexico-specific evidence, but to validate that the collaboration has a European methodological and technical dimension in addition to the bi-regional political framework.

The territorial review is correctly delimited. Mexico City provides evidence as the host location for COPOLAD events with sector-limited probatory value, while Puebla, Oaxaca, Chiapas, Jalisco, the State of Mexico, Sonora, and Guanajuato do not establish specific local implementation derived from COPOLAD or Mexico-European Union mechanisms. This does not weaken the indicator because collaboration with the European Union primarily belongs to federal foreign policy, international cooperation, and bi-regional programmes.

The absence of independent evaluation on intensity, continuity, sustained adoption of technical products, complementary national financing, comprehensive domestic outcomes, or RC2 impact does not reduce the base score. The indicator measures the existence and substance of Mexico-European Union collaboration, and that collaboration is sufficiently established through EU-CELAC, COPOLAD III, EUDA, technical events in Mexico City, and Mexico country results. No additional, separate, and non-duplicative evidence beyond this base cooperation was identified to justify a complementary international-support component.
