Active Participation in the CND

Mexico has recent and verifiable evidence of active participation in the United Nations Commission on Narcotic Drugs. The 2024 Ministry of Foreign Affairs source establishes Mexico’s official presence in the high-level segment of the 67th Commission on Narcotic Drugs, demonstrating formal diplomatic participation in the specialized international drug-policy forum.
The strongest source in the block is the 2026 Ministry of Foreign Affairs record, because it documents that Mexico promoted an initiative that resulted in the adoption of a United Nations resolution to regulate equipment and materials used in the production of synthetic drugs. This source establishes more than attendance: it shows proactive diplomacy, thematic positioning, and a concrete normative outcome within the UN/CND system.
The UNODC source on the 69th session functions as institutional context for the CND forum and helps situate the formal setting of sessions, documentation, proposals, and resolutions. It does not by itself prove Mexico-specific participation, but it contextualizes the multilateral space where the assessed activity occurs. The 2015 Ministry of Foreign Affairs source provides historical diplomatic continuity, although it should not carry the main evidentiary weight for the recent period.
The territorial review is correctly delimited as not applicable. Mexico City, Puebla, Oaxaca, Chiapas, and the complementary states cannot establish or replace Mexico’s international participation in the CND, because such participation belongs to federal foreign policy and the international representation of the Mexican State.
