Overcrowding of Penitentiary Systems

Partially meets

The criterion is partially established.

Mexico has national prison over-occupancy and substantial territorial variation. Official records also show a material presence of retail drug dealing among offenses associated with admissions to state prisons and with unsentenced prisoners.

However, those percentages refer to recorded offenses rather than persons. No national linkage exists across principal offense, concurrent offenses, legal status, length of stay, facility, and capacity that would allow spaces or bed-days attributable specifically to drug offenses to be calculated.
