The criterion is partially established.
Mexico incorporates human rights, gender, interculturality, anti-racism, and non-discrimination into the national design of its mental-health and addiction policies and services. Local actions involving Indigenous, racialized, and sexually diverse populations are also documented.
However, the evidence does not establish systematic national inclusion, permanent representation, equitable access, comparable coverage, or verifiable reductions in disparities.
The indicator therefore receives an orange classification. X is activated because QALAT–UNODC supported verifiable local implementation in Michoacán involving community participation, cultural adaptation, and the development of action plans.
