Mexico has regulations for certain medical-cannabis-related activities and records historical administrative permits. However, these sources identify no operating firms, employed persons, jobs created, wages, formality, or territorial distribution of employment.

Current recreational authorizations are limited to self-consumption and do not by themselves constitute a regulated commercial market. No reproducible national measurement was identified distinguishing direct, indirect, induced, or informal employment specifically attributable to legal sectors created by drug policy.
