Spending on Penitentiary Systems
Partially meets the criterion.
Mexico has a federal budget allocation directly linked to the administration of the Federal Prison System. Official mechanisms also exist for quarterly expenditure monitoring and external oversight of the financial management of Prevention and Social Reintegration.
This evidence establishes public prison financing and an institutional architecture for execution and oversight at the federal level. However, no consolidated national account was identified integrating state prison systems and all budget stages.
The evidence also does not determine what proportion of expenditure relates specifically to people prosecuted or sentenced for drug offences or separate the costs of pretrial detention, sentence execution, custody, healthcare, treatment, and reintegration.
Public prison expenditure is therefore partially established, but its national scale and specific attribution to drug policy remain insufficiently demonstrated.
