Mexico has policies and programmes addressing social prevention, territorial recovery, community strengthening, productive inclusion, and individual reintegration. The sources document community services, restoration of public spaces, support for producers, Indigenous justice plans, and territorial interventions in jurisdictions affected by violence and organized crime.

However, no national or territorial programme was identified that verifiably linked harm from drug production, trafficking, or drug economies with community identification, beneficiary selection, local participation, restoration of services or livelihoods, and measurement of sustained outcomes.

The Michoacán evidence establishes a broad social and productive recovery strategy, but it does not show that participating communities or beneficiaries were selected specifically because of drug-related harm. Likewise, individual reintegration programmes, peace activities, and general community services do not replace the required evidence concerning collective reintegration of affected communities.

This conclusion reflects evidentiary insufficiency and does not establish that such interventions are absolutely nonexistent.
