Strategies to Reduce Production and Trafficking

Mexico has a national strategy to reduce drug production and trafficking through intelligence, investigation, institutional coordination, seizures, interdictions, and the dismantling of clandestine infrastructure. The evidence documents broad and territorially diverse implementation, including operations against laboratories, concentration sites, shipments, distribution points, and structures linked to transnational trafficking.
The available results mainly consist of operational outputs. No evaluation was identified estimating total production before and after interventions, the proportion of supply intercepted, laboratory replacement, route displacement, operator substitution, or sustained changes in price, purity, and availability. The strategy and its implementation are therefore verified, but a net, causal, and sustainable reduction in illicit supply remains incompletely demonstrated.
