Mexico has a national policy aimed at strengthening state presence, intervening in high-risk areas, coordinating institutions, and weakening criminal networks. The sources document territorially diverse operations, arrests, seizures, interdictions, and disruption of infrastructure used by criminal organizations.

The evidence confirms operational implementation but does not demonstrate sustainable territorial recovery. No evaluations were identified that establish a baseline, delineate territories previously subject to criminal influence, and subsequently verify the continued presence of authorities, public services, security, and a durable reduction in that influence. Mexico therefore has policies and interventions intended to regain control, but their sustained territorial outcomes remain incompletely demonstrated.
