Identification of Areas of Influence
Partially meets the criterion.
Mexico has national territorial-analysis mechanisms for identifying risk areas, concentrations of criminal activity, and priority territories. The sources also document operational sites, logistical nodes, regional presence, factional violence, and some territorial assertions concerning criminal influence.
The evidence remains fragmented and does not constitute a public national map identifying, through a uniform methodology, which organization influences each municipality or area, the intensity and duration of that influence, disputed territories, and changes over time. Mexico therefore has partial territorial-identification capacity but not a consolidated and verifiable national system for mapping areas of influence.
