Meets the criterion.
Mexico participates actively and continuously in bilateral, trilateral, biregional, and multilateral drug-policy cooperation mechanisms. The verified sources establish current frameworks, implementation groups, institutionalized meetings, technical assistance, peer review, and substantive Mexican participation in international standard-setting.
The evidence shows that international collaboration is not merely declaratory but includes operational mechanisms, institutional follow-up, and Mexico-specific activities. No consolidated national evaluation was identified integrating all domestic outcomes, sustainability, institutional ownership, and possible overlaps among programmes. This limitation affects aggregate impact measurement but does not undermine the evidence of broad, current, and functional international collaboration.
