Mexico has a federal framework and a national strategy for investigating, prosecuting, and weakening criminal organizations through intelligence, institutional coordination, arrests, and seizures of weapons, drugs, laboratories, and other resources.
The evidence confirms sustained operational activity but does not demonstrate the structural and durable dismantling of specific organizations. No independent evaluation was identified measuring sustained losses of leadership, membership, finances, logistics, recruitment capacity, or territorial control, or ruling out fragmentation, leadership replacement, or subsequent organizational recovery.
