Presence of Clandestine Laboratories
Does not meet the criterion.
Mexico has recent, repeated, and nationwide evidence of clandestine laboratories used for synthetic-drug production. The sources document facilities, concentration areas, chemical precursors, reactors, condensers, distillation equipment, and finished products across several states.
Although authorities report numerous dismantling operations, the scale and continuity of the findings confirm that the phenomenon remains widely present. No public registry establishes how many facilities remain active, their full distribution, or the net reduction achieved. The operational response belongs under separate indicators and does not turn the presence of clandestine laboratories into a favorable outcome.
