Mexico has a binding federal law regulating the production, acquisition, import, export, transportation, storage, and distribution of chemical precursors. The Comprehensive Substances System enables registration of operators, establishments, movements, control records, and diversion notices, and there is evidence of administrative activity, inspections, and international information exchange.
The available evidence does not establish that the system is fully implemented across the entire regulated universe. Consolidated metrics on coverage, processed operations, alerts, inspections, violations, sanctions, or effective reduction of diversion are also unavailable. Accordingly, regulation and verifiable institutional operation exist, but evidence of comprehensive and sustained nationwide implementation remains insufficient.
