Mexico has national rural-development, agroforestry-support, community-organization, and legal-product commercialization programmes. These interventions may improve rural livelihoods, but the reviewed evidence does not establish that they specifically target producers or plots involving opium poppy, cannabis, or other illicit crops.
No verifiable substitution agreements, illicit-crop baselines, assistance linked to productive transition, plot monitoring, or confirmation of sustained abandonment were identified. Official claims regarding substitution lack sufficient traceability to establish implementation or results.
