Alignment with Rome Consensus 2.0

Partially meets

The criterion is partially established.

Mexico obtains a Global Benchmark score of 53.251 out of 100 in the RC2 Index. This result summarizes the consolidated assessment of the matrix and expresses the aggregate level of alignment and implementation of the country’s drug policy against the Rome Consensus 2.0 framework.

The value places Mexico at an intermediate level of fulfilment. The assessment identifies verifiable progress across a substantial share of the areas examined, together with partial implementation, structural deficits, uneven coverage, and probatory gaps that prevent the overall standard from being considered fully realized.

The Global Benchmark must be interpreted as an aggregate indicator derived from the complete matrix assessment. It does not constitute independent evidence regarding any particular policy, programme, or dimension, does not replace the individual adjudication of the indicators from which it is derived, and should not be used as a general measure of institutional quality, government performance, or state capacity.

For these reasons, the criterion is partially established. The Global Benchmark score of 53.251/100 reflects a meaningful but still incomplete level of alignment and implementation with the RC2 framework, with a substantial distance remaining from full realization of the standard.
