Mexico scored 68 out of 100 on the Gallup Law and Order Index published in 2025, based on data collected in 2024. The index combines reported safety when walking alone at night, confidence in the local police, and experiences of theft and assault.

Gallup does not provide official performance bands allowing a score of 68 to be directly classified as high, medium, or low compliance. Accordingly, under the adopted rule for international indices without official bands, the result is adjudicated using the country's relative position within the same edition. The double-check confirms that this is the appropriate interpretation for I227 and that the resulting classification is red.

In the 2025 edition, Mexico falls within the lower segment of the international distribution. The classification does not result from mechanically dividing the 0–100 scale into thirds, but from comparing Mexico's performance with that of the countries included in the same edition.

Interpretation must remain within the metric's scope. The index is based on reported experiences and perceptions and does not comprehensively measure homicide, impunity, recorded crime, or the overall functioning of the security and justice system. ENVIPE provides national and state-level evidence on related dimensions, but it uses different questions, scales, and procedures and cannot be converted into a Gallup score or substitute for Mexico's national position within the index.

Subnational evidence that is not methodologically equivalent should likewise not raise the adjudication, because the index-reading rule requires preserving Gallup's published national result as the unit of comparison.

Accordingly, Mexico's performance falls within the lower third of the distribution for the relevant edition.
