The criterion is partially established.

Mexico recorded a Human Development Index of 0.789 in 2023 and ranked 81st worldwide. This result falls within the high human development category and reflects positive progress compared with both 2022 and 1990.

However, the index falls to 0.646 after adjustment for inequality, representing an 18.1% loss. Municipal evidence also shows significant territorial disparities. The national result therefore demonstrates substantial progress but does not establish that opportunities in health, education, and income are distributed evenly.
