The criterion is partially established.

Mexico presents a mixed religious-freedom profile. Pew reports moderate government restrictions, scoring 4.4 out of 10, and high social hostilities, scoring 4.7 out of 10. These results indicate that formal protections coexist with specific restrictions, community conflicts, and adverse effects on religious minorities.

Freedom House awards 4 out of 4 for the individual freedom to practice or express a religion or nonbelief. This favorable assessment prevents a fully negative classification, but it does not offset the government restrictions and social hostilities identified by Pew. The scores measure different dimensions and are not averaged.
