Mexico scored 0.40 out of 1 and ranked 121st among 143 countries in the 2025 WJP Rule of Law Index. Its weakest results were in criminal justice and absence of corruption, with scores of 0.25 and 0.27, respectively.

Coverage of all 32 states confirms that the weaknesses are not uniform but are broadly distributed. Independent evidence concerning impunity, weak investigative capacity, torture, arbitrary detention, and risks to judicial independence is consistent with the index findings.
