The criterion is partially established.
Mexico performs favorably on economic and social rights, with Quality of Life scores above 84%. However, its civil and political rights results are substantially weaker, particularly regarding safety from the state, torture, forced disappearance, and extrajudicial execution.
The combination of strong, intermediate, and very low results produces a mixed profile. An orange classification therefore reflects the available evidence more accurately than either a fully favorable or fully negative rating.
